HOSPITAL NBC TRAIN-THE-TRAINER PROGRAMS

   PTI an environmental and business training and consulting firm is now providing onsite and quarterly training in Nuclear, Biological, and Chemical (NBC) Terrorist Threats, Weapons of Mass Destruction (WMD), Mass Casualty Incidents (MCI), and Hazardous Materials Incidents (HMI) to hospital, business, and environmental clients with the highest level of integrity and professionalism. This training provides hospitals with the information and tools they need to handle these types of emergencies confidently, while protecting their EDs and staff personnel from NBC contamination during an emergency response to a terrorist's use of a WMD or during a HMI. OSHA 3152 "Hospital and Community Emergency Response -- What You Need to Know,"  29 CFR 1910.120 "Hazardous Waste Operations and Emergency Response" and the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) outlines the basis for personnel training and emergency response planning.
  
These threats can be classified by using the acronym B-NICE. They include biological, nuclear, incendiary, chemical and explosive agents and/or materials. Training focuses on the similarities of these types of attacks to that of HMI. Participants are expected to become aware and experienced in their identification, detection, protection, decontamination and treatment of patients from types of threats. Attendees are required to don and doff chemical protective clothing designed to be worn for skin and respiratory protection for hospital doctors, emergency response team members, hospital staffs, and other care and treatment providers. A full training agenda is mentioned below. Hospitals should also train their security personnel and police officers as well. These personnel make up the hospital's first line of defense during a MCI as a result of a terrorist's use of a WMD.

 
NBC TRAINING PROGRAMS

    

HOSPITAL NBC TRAIN-THE-TRAINER PROGRAMS

   PTI now provides NBC Train-the-Trainer programs to hospitals which can educate and prepare emergency department staffs to deliver and evaluate their own Hospital's Emergency Response Team (HERT) training in responding to NBC terrorist attacks involving WMD or HMI. There are three Train-the-Trainer programs offered by PTI to various hospital EDs or businesses depending on their anticipated or designated roles in responding to a WMD or HMI. PTI's three NBC Train-the-Trainer programs are:

  • NBC (4-Hour) Awareness Level Training
  • NBC (8-Hour) Operations Level Training
  • NBC (24-Hour) Emergency Response Technician Level Training

Topics in the NBC Awareness/Operations Level training will include:

  • Review of NBC Terrorist Threats
  • Role of Health Care Providers/Agencies during MCI
  • Similarities of NBC Events to HazMat Incidents
  • Overview of B-NICE Agents/Materials
  • NBC Agents/Materials Information Sources
  • Types of Chemical Protective Clothing and Equipment (CPC&E)
  • Typical Decontamination and Treatment Methods
  • Hospital Emergency Response Plans (HERP)

Training fees are $75.00 and $125.00 per participant respectively.

Topics in the NBC Emergency Response Technician Level training will include:

  • Types and Uses of B-NICE Agents/Materials
  • Donning/Doffing of Chemical Protective Clothing and Equipment (CPC&E)
  • Medical Management of NBC Patients
  • Hospital Emergency Incident Command Systems (HEICS)
  • Hospital Emergency Response Team (HERT) Members

HOSPITAL DRILLS/EXERCISES

   Hospital drills/exercises should involve all HERT members, fire departments, police agencies, other medical facilities/personnel and federal/state agencies which the hospitals may have active support agreements and memorandums of understanding outlining their roles during MCI. Simulated WMD drills/exercises should be conducted over a week end and last between 4 to 8 hours in length.  It is understandable that the first of these events will be a learning process and present more problems than solutions. If the hospital chooses to invite the news media it should be stress that this is a drill/exercise to train HERTs and staff personnel in their responsibilities during a MCI. Such drills/exercises are mandated by JCAHO requirements for hospitals desiring accreditation. Surrounding communities and patients should be advise of these drills/exercises ahead of time to ward off any fear and panic in light of the events of 9-11.

   Emergency response drills are considered part of "Pre-emergency planning" and can be used to evaluate HAZWOPER compliance. Drills are required under SARA Title III as part of the Local Contingency Plan, and under 29 CFR 1910.120 for hazardous waste sites.  Emergency medical responders should be involved in drills through their LEPC. JCAHO requires accredited hospitals to design and implement their Emergency Response Plan, twice a year, either to reply to an actual emergency or in a planned drill. These drills may be combined to fulfill dual requirements.

ONSITE TRAINING AND CONSULTING AVAILABLE

   PTI will come to your hospital or business site to deliver these comprehensive training programs to your HERT members. We can also assist you through onsite consulting in setting up your emergency department and hospital staff to handling a MCI from a WMD or HMI. For the NBC Awareness/Operations Level training programs, the required class size is 24 participants. For the NBC Emergency Response Technician Level training program, the required class size is 12 participants.  PTI will charge an onsite fee if class size is below the minimum class sizes outline above. The NBC Emergency Response Technician level training will culminates with a 4-hour WMD/MCI response drill/exercise. Participants must also pass an end of course examination to be certified IAW 29 CFR 1910.120(q), 49 CFR 172.704(d)(5) and JCAHO requirements. INSTRUCTOR QUALIFICATIONS

   The lead instructor for this training is Ron Freeman, a Certified Emergency Preparedness Specialist (CEPS), Certified Environmental Trainer (CET), and a Certified Training and Development Manager (CTDM). Ron has over 18 years experience in designing, delivering and evaluating training involving EPA, OSHA, and DOT hazardous materials/waste, mass casualty incidents, and weapons of mass destruction.  He has provided this type of training to organizations like Rockwell International, Raytheon Corporation, Hughes Space and Communications, the United States Army Reserves, the Unites States Air Force, and many other environmental companies, businesses and governmental agencies throughout the United States and in several international locations. Ron is also a subject matter expert (SME) in the design and delivery of HazMat, HazWaste, NBC Terrorist and Emergency Preparedness training programs.
